Romania to decide fate of gold mine in November


BUCHAREST, Sept 17 (Reuters) - Romania's parliament voted overwhelmingly on Tuesday to create a special commission to assess plans by a Canadian company to set up Europe's biggest open-cast gold mine in the Carpathian Mountains.
The commission, made up of 21 deputies and senators, has until Oct. 20 to issue a report on a government-backed bill to give Canadian miner Gabriel Resources a green light to develop the Rosia Montana site. The report will be submitted to parliament for a vote, expected in early November, legislators said.
The leftist government of Prime Minister Victor Ponta approved a draft law to allow the project to go ahead in August following a deal to raise the state's stake in the business and the level of gold royalties.
But Ponta said this month that parliament was set to reject the project because of mounting resistance from the public and many political leaders, who are concerned about its impact on the environment.
Thousands of people in cities across Romania have staged protests over the past two weeks against the mine project, which would use cyanide to extract 314 tonnes of gold and 1,500 tonnes of silver from the picturesque mountain region. The company says the process is safe.
Protesters also gathered in Rosia Montana at the weekend to support the project, which they said would create jobs.
Ponta went underground on Sunday to meet 33 miners who had staged a five-day sit-in to demand the mine project go ahead, saying jobs would be lost if it failed. They ended their protest after Ponta promised them a parliamentary inquiry.
"We need to finish our work by October 20th," a member of the commission, who declined to be named, told Reuters. "A vote may be held in a parliament session in early November.
"The commission can endorse or change the government's bill," the official said without elaborating.
On Monday, Ponta's rival, President Traian Basescu, who has backed the gold mine project, said the government should withdraw its bill from parliament, saying to pass legislation targeting a single company through the assembly was unconstitutional. If a challenge is filed after the bill clears parliament, a court will convene to issue a ruling.
Gabriel Resources has been seeking the necessary permits for the mine for the past 14 years. The company, whose largest shareholder - hedge fund Paulson & Co - has a 16 percent stake, said it may resort to legal action if Romania rejects the plan.

According to 15 Chinese analysts, thecopper production will exceed the demand by 408 thousand tons in the next year,while the excess supply would reach 167 thousand tons in 2003. The future pricefor copper in August has increased 3.2%, but there would be a 6.1% decrease inthe end of the year.

The copper price has quadrupled over thedecade but fell along with other metals in this year. Rio tinto, BHP billiton enlargedtheir output wtih additional 3.4 million tons since 2003, which equals to ayear’s consumption of Europe. Morgan Stanley predicts that by 2017 their productionwould increase another 4.1 million tons.

Copper is mainly distributed in central Africa, especially in Zambia. Zambia is nicknamed as “the kingdom of copper”, accounting for around 6% of world’s detected copper reserves. Large in reserve, the copper ores in Zambia is also of high grade, and it is the fourth largest copper producer and the copper mining has boosted local economic for a long time. Besides Zambia, Congo is also rich in copper resources. Copper reserve in Congo and Zambia is as high as 22 million tons, accounting for 83% of the total copper reserve in Africa.

Miners and mining contractors have laid off thousands of workers around the country as the mining investment boom eases back.

Australian Bureau of Statistics data will reveal investment plans in the mining sector. The figures are expected to be weaker than in the past. Nonetheless, there is still bullish sentiment within the industry, especially over iron ore and China's demand for steel.

Australia's once in a century mining boom may have come down to earth, but Australia is still earning more than AUD 50 billion a year from iron ore exports.

Mr Morgan Ball from the Pilbara iron ore miner BC Iron believes profits in the sector have not yet peaked. We're seeing an iron ore price today of USD 140 a tonne, against an Aussie dollar worth 90 US cents. So that creates a Australian dollar revenue number in the order of AUD 155, AUD 160 per tonne. If they were constant for the rest of this financial year, they'd be record profits for us.

Mr Tom Price UBS commodity analyst predicts iron ore prices will fall to as low as USD 70 per tonne later this year, before rebounding. The reason why we said AUD 70 is because of that extra factor of new supply coming into the market. But it's a short-term correction event. We don't think it's actually going to stay at AUD 70 or below AUD 100 for a sustained period. We actually also forecast a recovery in those prices pre winter restocking.

Mr Price thinks China's demand for commodities like iron ore and coal will stay high but prices could fall further as more suppliers come into the market. The price signal boom might be over but the trade flows which have expanded enormously over the last decade thanks to China, I think they're going to stay roughly where they are at the moment for the next 5 to 10 years.

Fluctuating prices of commodities like coal and gold has seen some mines mothballed in the past year.The key issue for Australia's miners is cutting costs, especially when they are competing with firms with lower overheads in other parts of the world.

Ms Anna Littleboy research director for CSIRO's Mineral Futures said that Australia needs a national minerals strategy, focusing on technology. There is always going to be a demand for minerals and metals and that demand is only going to increase, given what's happening with our population and the sort of development and diversification of countries such as China."

She said that "So I think sometimes when we say the mining boom is over we give an impression that everything's going to stop tomorrow, which I don't think is right. We will always have a mining industry in Australia and it'll always be a really important part of our economy. What we need to think about is how we manage that to deliver the best, the most national benefit possible back to Australia and Australians."

Kidnapped mining executive Gernot Wober back in Canada


After being kidnapped and held captive for seven months in Colombia, Canadian mining executive Gernot Wober returned to Canada late Thursday.
“It’s the grand finale. It’s the final touch that he’s actually home, he’s with his family and we’ll be seeing him really soon,” his father, Helmut Wober, said in an interview Friday.
So far he and his wife have only had a few rushed phone conversations with their son, the vice-president of exploration for Braeval Mining Corp., since he was released by his captors earlier this week. But over the weekend they’ll travel from their home near Vancouver to Toronto, where Wober has already reunited with his wife.
“He’s got a lot to tell that he can’t do in a short telephone conversation,” his father said. “He immediately had to go to his office and to do other things. He hasn’t got any rest yet.”
Wober, 47, was released into a rural area on Tuesday to humanitarian workers. He was kidnapped in January, along with several South American workers, by rebels from the National Liberation Army, known by its Spanish acronym ELN. The rebels demanded his company halt gold exploration plans, claiming the land involved had been stolen from its owners.
The case is part of a larger battle between rebels and the Colombian government over mining rights. Braeval made a “business decision” to pull out of Colombia last month.
After Wober was released into the Southern Bolivar region, he was flown to safety by a Red Cross helicopter and later taken to Colombia’s capital, Bogota.
He passed medical checks there, although he was left with sores on his feet from extensive walking and living in a jungle, said spokesman Chris Eby of communications firm Navigator.
“We are greatly relieved that Gernot is safe, healthy and back home with his family, friends and colleagues,” Eby said in an email, thanking those “who have assisted and supported us throughout this situation.”
The federal government won’t comment on “efforts to secure the hostage’s release.” But officials were in regular contact with Wober’s family, said Foreign Affairs spokeswoman Chrystiane Roy.
Before beginning work in Toronto for Braeval about a year and a half ago, Wober had been stationed in Alaska, and previously worked in remote areas including in Africa and Northern Canada. He now lives in the Toronto area and has three children, Eby said.
Braeval completed its initial public offering last December, only a month before Wober was captured.
He grew up in British Columbia and studied geology at UBC, following in the footsteps of his father, also a mining engineer and geologist.
Helmut Wober, 76, said that although he’s only talked to his son briefly, he’s optimistic about his health.
“Everybody that met him reported that he’s in surprisingly strong and good spirits.”
But Wober has “lost a lot of weight.”
“He’ll recover and build up again — he said he hopes not too fast and not all of it,” his father said, chuckling.
